Pilot Hybrid Meeting Format
City Council meetings are currently being held in a pilot hybrid format, by virtual teleconference as well as in-person. Teleconference login information for observing virtual meetings are available in each specific meeting agenda.

How to Observe and/or Participate and Provide Public Comment at a Meeting
Attend In-Person:
Petaluma City Council Chamber located at 11 English Street, Petaluma, CA. Please fill out a speaker card for each item you wish to speak on, and place in the speaker card box next to the City Clerk.
At this time, the City is temporarily suspending virtual participation by Zoom at Council meetings and will re-evaluate at a future date.

Submit written public comment: e-mail comments to [email protected] or submit your comment online through the agenda portal. Comments that are received at least two hours prior to the meeting, will be distributed to the Mayor and City Councilmembers and placed on the City's website as part of the agenda packet for the meeting. Comments received after the cutoff time will be posted online and made part of the record the next business day.

Closed Captioning/Live Transcription
This meeting will be transcribed live via the Zoom platform. In-person attendees will be able to see the transcription at the bottom of the screens in the Council Chamber and City Hall. Zoom attendees with a Zoom version 5.0.2 or higher will be able to see the transcription at the bottom of their personal zoom screen. Learn more at https://support.zoom.us/. 

Decorum
The Mayor has the authority to rule any speaker out of order, including speakers during the General Public Comment period, if the subject raised is not within the subject matter jurisdiction of the City Council, or during a public hearing or a general business item if the speaker is not presenting testimony or evidence relevant to the matter or if the speaker becomes disruptive to the proceedings and conduct of the meeting. The Mayor also has the authority to order any person who willfully interrupts the meeting to be removed. All persons are expected to conduct themselves with civility and courtesy at all times. All persons giving comments shall speak directly to the Council and address issues, not individuals. Personal attacks, cursing and outbursts from the audience in support or opposition to a speaker are not tolerated in order to foster an environment where everyone feels welcome to speak.

Animals in Council Chamber
No animals shall be allowed at or brought in to a public meeting by any person except (i) as to members of the public or City staff utilizing the assistance of a service animal, which is defined as a guide dog, signal dog, or other animal individually trained to provide assistance to an individual with a disability, or (ii) as to police officers utilizing the assistance of a dog(s) in law enforcement duties.

WORKSHOP
1.
Receive a presentation and provide feedback related to the City’s General Plan Update, including feedback on the Draft Blueprint for Carbon Neutrality and the public review process for the draft policy frameworks, and conduct a workshop to review and discuss the areas of land use alternatives.

In consideration of those with multiple chemical sensitivities or other environmental illness, it is requested that you refrain from wearing scented products.   

The City Clerk hereby certifies that this agenda has been posted in accordance with the requirements of the Government Code. 

In accordance with Government Code §54957.5, any materials of public record relating to an agenda item for a regular meeting of the City Council that are provided to a majority of the members less than 72 hours before the meeting will be made available immediately online as part of the agenda packet on the City website at www.cityofpetaluma.org/meetings and at the City Clerk’s Office, 11 English Street, during normal business hours. Materials of public record that are distributed during the meeting shall be made available for public inspection at the meeting if prepared by the City or a member of its legislative/advisory body, or the next business day after the meeting if prepared by some other person.

If you challenge the land use and zoning actions in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the City at, or prior to, the public hearing.
