Comments that are received at least two hours prior to the meeting will be distributed to Committee/Commission members and published with the agenda packet on the City's website as part of the public record for the meeting,. Comments received after the cutoff time iwll be distributed and posted online following the meeting.

Decorum
The Chair has the authority to rule any speaker out of order, including speakers during the General Public Comment period, if the subject raised is not within the subject matter jurisdiction of the Committee/Commission, or during a public hearing or a general business item if the speaker is not presenting testimony or evidence relevant to the matter or if the speaker becomes disruptive to the proceedings and conduct of the meeting. The Chair also has the authority to order any person who willfully interrupts the meeting to be removed. All persons are expected to conduct themselves with civility and courtesy at all times. All persons giving comments shall speak directly to the Committee/Commission and address issues, not individuals. Personal attacks and cursing are not tolerated in order to foster an environment where everyone feels welcome to speak.

Animals in Council Chamber
No animals shall be allowed at or brought in to a public meeting by any person except (i) as to members of the public or City staff utilizing the assistance of a service animal, which is defined as a guide dog, signal dog, or other animal individually trained to provide assistance to an individual with a disability, or (ii) as to police officers using the assistance of dog(s) in law enforcement duties.
 
1. CORONAVIRUS (COVID-19) ADVISORY NOTICE
A. Consistent with Executive Order No. N-29-20 from the Executive Department of the State of California and the Sonoma County Health Official Orders No. C19-03 and C19-05 the City of Petaluma Planning Commission meeting will not be physically open to the public and all City Commissioners will be teleconferencing into the meeting via Zoom.

3. How to Watch on TV
A. Petaluma Community Access broadcasts on Comcast and Petaluma’s local channels 26, 27, and 28. With AT&T U-Verse, PCA’s channels are accessible through channel 099. Local channels are not currently available on Satellite/DISH Networks. 
4. How to Submit Public Comment
A. Members of public may provide written public comment by emailing comments to the Clerk at [email protected] up to two hours prior to the meeting start (January 26, 2021 at 5:00 p.m.). Comments will be distributed to Planning Commission and Historic and Cultural Preservation Committee and placed on the agenda on the City’s website as part of the public record for the meeting, otherwise the comments will be distributed and posted online following the meeting.

5. OLD BUSINESS
THIS ITEM REMOVED WITH AGENDA REVISION NO. 1, FRIDAY, JANUARY 22, 2021 -- The hearings before the Historic and Cultural Preservation Committee and the Planning Commission have been taken off calendar because legal counsel for Verizon has withdrawn the Verizon application. A copy of the withdrawal letter has been posted on the City's website and transmitted to City decision makers and members of the public, and is included in the agenda materials. Staff will announce the application withdrawal at the meeting and members of the public may comment on the withdrawal but the hearings will not be opened.
A. Verizon Wireless Facility at Petaluma Creamery Building- Conditional Use Permit (CUP) and Historic Site Plan and Architectural Review (Historic SPAR) for the proposed installation of a minor telecommunications facility consisting of sixteen (16) total panel antennas contained within four (4) seven-foot tall radomes and associated supporting equipment mounted on the roof of the existing building at the Petaluma Creamery, a local historic landmark. A. Approval of Planning Commission Minutes for the meetings of Tuesday, November 17, 2020.
8. NEW BUSINESS
A. Gas Station Land Use Legislation- City initiated General Plan Amendment to modify Policy 4-P-10 as well as Zoning Text Amendments to the Implementing Zoning Ordinance and SmartCode to prohibit new gas station land uses and in relation to the Gas Station Moratorium approved by Ordinance Nos. 2681, 2688 and 2724. Modifications to the Implementing Zoning Ordinance include but may not be limited to amendments to Chapter 4 (Zone Districts and Allowable Uses), Chapter 11 (Parking and Loading Facilities, Off-Street), Chapter 22 (Non-Conforming Uses), and Chapter 28 (Glossary). Modifications to the SmartCode include but may not be limited to amendments to Section 3 (Building Function Standards) and Section 9 (Glossary). Staff: Kevin Colin, Senior Planner Location: Citywide
